Statement of the Rector of the University of Tirana
Today, in some media and online portals, the letter of the Minister of Education, Sports and Youth, Mrs. Besa Shahini, addressed to me, has been published and has become "news", without yet reaching the protocol of the University of Tirana, which in fact, it is nothing but the continuation of all that this minister has done and shown in these years, in relation to various issues and problems that were presented to him by the Rector of the University of Tirana, and for which , in application of the higher education law 80/2015, has had the legal obligation to express its legal institutional position, and of course, also for their solution.
Even in this case, there was no way it could be otherwise, with her last letter, has misinformed the highest institutions of the Albanian state, such as the President of RSH and the Prime Minister of RSH.
The reasons why the Minister responsible for education is taking this position in this case are already quite clear, it is the result of all that he has tried to do all these years, in close cooperation with the deans of UT faculties. , is the "hostage" of the University of Tirana.
This is an unprecedented case in the history of education in RSH, because The responsible minister of education is not at all interested in the law, nor the rule, nor their implementation, when in fact, he has a legal obligation to verify the legality of elections in HEIs.
Through this statement, I inform all the academic staff and students of UT, as well as the entire public opinion, that the last letter of the Minister responsible for education, has nothing to do with what I have presented to them and have continuously informed and requested , on what is really happening in UT regarding the election process.
But the Minister responsible for education does not dare to deal with this issue and deal with it properly and according to the law and order, because, of course, I cannot do this, because the truth is what I have informed him, with irrefutable facts and evidence.
Mrs. Shahini says that "e I was disappointed”, although to tell the truth, this sentence, spoken by her, has no value for me.
In fact, Mrs. Shahini, as the Minister of Education, is the biggest disappointment of students, graduates, students and all young people of the Republic of Albania and their dreams; is the minister of education who has nothing to do with education; he is the person who does not know how to act as a state official and who does not follow the law or the rules every single day of his work.
At the end of the letter Mrs. Shahini states that: '…. I have assessed that the preparatory actions for the development of the electoral process at the University of Tirana have been fully within the legal provisions...
I challenge the Minister by asking these questions publicly and I expect an answer from her publicly:
Madam Minister, how did you make this assessment? On whose basis did you base your information or documentation to reach this conclusion? Who gave you this information?………
To these questions and many others like these, she has a legal and moral obligation to answer in order to clarify all the academic staff, the students of the University of Tirana, but also the whole public opinion.
Once again I declare that on July 30, 2020, at the University of Tirana, the elections for the governing authorities and for members of the UT Academic Senate cannot be held, in terms of the inability of the Academic Senate to approve the KIZ, and the chaos and confusion caused by some former UT academic staff, in close cooperation with the deans of UT faculties, mainly with Dh.Kule and A.Hoxha.
Pursuant to legal obligations, I once again asked the Minister responsible for education with letter no. 2143/1 prot., dated 22.07.2020 (The letter of the Rector of UT Prof. Dr. Mynyr Koni to the Minister of Education, Sports and Youth, Mrs. Besa Shahini), to evaluate the information and documentation that I forwarded to him regarding the election process at the University of Tirana.
Otherwise, illegality will accompany this entire election process and the mandate of the new governing authorities and the Academic Senate of the University of Tirana.
