Rector election procedure

1. The rector is the highest academic authority of the higher education institution, as well as its legal representative for academic and protocol issues.
2. The rector holds the title "Professor" and may come from the academic staff of the higher education institution or from outside it.
3. The rector is elected by the members of the academic staff assemblies of the main units and the students. Student votes in the selection of the Rector are counted as ten percent of the total number of votes. Candidates for rector self-nominate and must meet the following criteria:
a) have experience in teaching or scientific research of not less than 10 years;
b) have academic experience in the capacity of head of subject disciplines, as well as have developed curricula, subject programs, have prepared supporting literature and/or have developed research projects, etc., for at least 5 years;
c) not have a disciplinary measure in force;
ç) not have been previously convicted by a final decision for criminal offences;
d) there should be no incompatibility in the sense of law no. 45/2015 "On the right to information about the documents of the former State Security of the Socialist People's Republic of Albania" and law no. 138/2015 "To guarantee the integrity of the persons who are elected, appointed or exercise? public functions".
4. The election of the Rector is carried out in accordance with the law no. 80/2015 "On higher education and scientific research in institutions of higher education in the Republic of Albania" and the Election Regulation of the University of Tirana.
5. The term of office of the Rector lasts four years. He serves in office for one term, with the right to re-election only once. After the end of the mandate, he continues to be a member of the staff of the basic unit where he performs his academic activity.
6. The elected rector is decreed by the President of the Republic.
7. The rector is dismissed by the President of the Republic in cases of premature termination of the mandate, with the proposal of the minister responsible for education. In the case of the Rector's departure before the end of his mandate, the Rector's duties are performed by one of the vice-rectors. The latter is appointed by the minister responsible for education, for a term of up to six months, in order to organize elections.

Functions of the UT Rector

1. The rector performs the following functions:
a) Leads the Academic Senate and reports to it;
b) Sign the employment contracts of the academic and assistant academic staff at the University of Tirana.
c) Presents the strategic development plan of the institution to the Senate;
ç) Submits academic, administrative and financial requirements to the Administrator of the higher education institution;
d) Sign the academic titles "Professor" and "Associate Professor" after their approval;
dh) Sign diplomas for all cycles of studies offered by the University of Tirana, without the right of delegation;
e) Handles the complaints made against the decisions of the various bodies of the faculties and proposes to the relevant structures the taking of decisions regarding them, in accordance with the legislation in force;
ë) Exercises controls, mainly or at the request of the governing bodies of the University, for the quality of teaching, scientific research, the implementation of employment contracts and for any other activity performed by the faculties;
f) Has the right to delegate the firm and its powers to vice rectors;
g) Approves the structure of the academic year at the university level, in accordance with the instructions of the ministry responsible for education;
gj) Authorizes, in case of need, the entry of law enforcement into the university premises;
h) Submits for discussion in the rectories the appeals made against the decisions of the various bodies of the faculties.
i) Appoints and dismisses the vice rectors after the approval of the candidacies proposed by him in the Academic Senate;
j) Determines the field of action of the vice-rectors and changes them when deemed necessary for the needs of the institution in the cases and in the manner provided for in the UT regulation;
k) When he deems it reasonable and necessary, he sets up working groups for the purpose of control, study or other special activities;
l) When he deems it reasonable, he has the right to participate in the meetings of the Board of Administration where he can present suggestions, opinions, recommendations, in order to improve the work, the best orientation in the administration of the institution and in accordance with the best interest University of Tirana;
ll) Sign academic agreements or cooperation protocols of the university with third parties, as well as membership in national and international associations. For the agreements for which the approval of the Senate is required, the rector signs them after his prior approval. In case the issues have financial effects, the approval of the Board of Administration is also obtained.
m) It is the sole contracting authority for the academic side and protocol issues at the institutional level. In some cases, at his discretion, he may delegate the right of signature to one of the vice-rectors.
n) Proposes to the minister responsible for education the dismissal of the leading authority of the main unit of the public institution, in cases of committing flagrant criminal offenses or serious violations of the law, the inability to perform the duty and for the cases provided for in the Code of Ethics of the University. The rector, within two months from the date of dismissal, appoints one of the deputies of the authority until the election of the new authority. The rector, immediately after dismissal, announces early elections, which are held within six months from the date of dismissal.
nj) Exercises other powers provided for in this Statute and other acts of the University.
o) Supervises the implementation of the decisions, measures and requests of the Academic Senate.
p) Presents proposals for acts that are under the competence of the Academic Senate and the Board of Administration.
q) Requests information from the Board of Administration on matters of its competence.
r) When requested, he participates without the right to vote in the meetings of the bodies and constituent units of the UT in which he does not participate legally or according to this statute.
2. The rector, in exercising his functions, expresses himself according to the case with decisions, orders and instructions.
UT administrator
The procedure for the election of the UT Administrator
1. The administrator is the highest administrative authority and responsible for the financial functioning of the UT, as well as its legal representative for administrative and financial matters.
2. The administrator is selected through an open competition, according to the criteria and procedures determined by the Board of Administration. The list of candidates that meet the legal criteria is approved by the Academic Senate and forwarded to the Board of Administration.
3. The administrator must have a higher education, at least at the "Master of Science" level, in the field of law or economics, and work experience of at least seven years in these fields.
4. The administrator cannot exercise any other academic or administrative function.
5. The administrator is the legal representative of the UT for financial and administrative matters, according to the provisions of the legislation in force and the provisions of this Statute.
6. The administrator is a member of the Rectorate.
7. The administrator regularly reports on the development of his activity before the Board of Administration. For this reason, it notifies the Board of Administration at least 10 days before this meeting. The notification should also define the points on which its reporting should be based.
8. The administrator reports on aspects of his activity before the Academic Senate, when requested by the Academic Senate, or the administrator himself, in accordance with the relevant powers. In the notification for reporting, as the case may be, the relevant body or authority must also define the points on which the administrator's reporting will be based.

Functions of the UT Administrator

The administrator performs the following functions:
1. Draws up the annual draft budget, based on the proposals of the main units and basic units, based on the institution's strategic development plan and its medium-term budget plan;
2. Proposes the criteria for the administration of financial and material resources, which it presents to the Board of Administration for approval and supervises their distribution and implementation;
3. Follows and controls the implementation of the annual budget of the institution of higher education in its dependent structures;
4. Implements all decisions of the Board of Administration and the Academic Senate of a financial and administrative nature;
5. Presents to the Board of Administration and the Academic Senate the report on the financial activity of the institution of higher education, at the end of the academic year;
6. Cooperates with other structures and authorities of the institution of higher education on issues of daily administration;
7. Appoints and dismisses the administrators of the main units and basic units after the approval of the Board of Administration;
8. Fulfills the requirements of the rector, in order to fulfill the academic, administrative and financial needs.
9. He is responsible for the general administrative and financial activity of the UT, for the establishment and direction of policies and procedures in order to ensure timely and professional fulfillment of tasks, in the formulation and implementation of the policies of the UT;
10. He is the administrative head of this institution, implements the decisions made by the Board and reports to the Board of Administration, which is his direct superior. Plans, organizes and directs the activity of UT, through administrative management;
11. Implements all decisions of the Academic Senate with a financial and administrative character;
12. Presents to the Board of Administration for approval, the financial regulation, the structure and criteria for the appointment of administrative employees;
13. Appoints and dismisses the administrative staff of the UT, in accordance with the criteria, the approved organization and the legislation in force;
14. Appoints and dismisses the administrators of the main units and basic units after the approval of the Board of Administration;
15. Controls the implementation of the rules of ethics by the administrative personnel and takes the appropriate disciplinary measures against the detected violations;
16. Manages the administrative personnel of the UT, in such a way that the formulation and implementation of the UT's policy is well coordinated and the staff's activity is fulfilled properly and in the specified time;
17. Approves the annual work plans of the structurally and functionally dependent units and controls their implementation;
18. Represents the UT before the courts, state institutions, or other entities for administrative and financial matters under his competence; signs the documents drawn up with an administrative and financial character, issued on behalf of the UT;
19. Issue orders and other acts in order to manage the administrative and financial activity within the institution;
20. Exercises the functions and responsibilities of the holder of the contracting authority - University of Tirana, based on the legislation in force for public procurement;
21. Coordinates the work for the preparation of the 3-year mid-term budget program for the University of Tirana. Drafts the annual draft budget, based on the proposals of the main units and basic units, based on the institution's strategic development plan and its medium-term budget plan;
22. Proposes the criteria for the administration of financial and material resources, which it presents to the Board of Administration for approval and supervises their distribution and implementation.
23. Proposes to the Administrative Board of UT the change of destination of funds from one spending unit to another;
24. Approves the breakdown of budget funds, distributed for each spending unit;
25. Examines requests and approves redistributions within the same budget item of current expenses, without exceeding the budget limits approved by the Board of Administration;
26. Answers for accounting, in accordance with the legal framework in force;
27. Follows and controls the implementation of the annual budget of the institution of higher education in its dependent structures;
28. Reports to the Board of Administration on the closing of the accounts of monetary assets and the summary annual budget of the University of Tirana;
29. Prepares and reports to BA the annual summary analysis for the quality of the internal control system of the University of Tirana;
30. Presents to the Board of Administration and the Academic Senate the report on the financial activity of the institution of higher education, at the end of the academic year;
31. The administrator can delegate one or some of his powers to subordinate bodies, according to the rules provided by the Code of Administrative Procedures in the Republic of Croatia;
32. Ensures the realization of administrative and financial requests of the Academic Senate and the Rector, in order to fulfill academic, administrative and financial needs;
33. Sign the work contracts of the administrative personnel;
34. In cooperation with the academic and administrative structures of the University, designs and follows the realization of a medium-term/long-term plan with precise tasks and deadlines, for the generation of alternative income, aiming at the gradual increase of financial independence, through the increase of the percentage of the University's income in its total budget;
35. Authorizes, in case of need, the entry of the law enforcement forces into the premises of the University, according to its administrative powers.
