Dear Ladies / Gentlemen,

 

The Rectorate of the University of Tirana, in implementation of the project financed by the UNICEF Program for Albania, approved by the UNICEF Executive Board for the period 2022-2026, in the Program Cooperation Agreement, the agreement between UT and UNICEF, for the project entitled "Social Work Curriculum strengthened for a highly qualified social workforce able to Work, mobilize and change community behaviours” with no. ref: ALB/PCA202237, in Law no. 44, dated 30.04.2015 “Code of Administrative Procedures in RSh”, in Law no. 162, dated 23.12.2020 “On Public Procurement”, article 8/1/ b, as well as following the request of the Faculty of Social Sciences, forwarded to the Administrator by DKSHPMJ with no.prot.382/2, dated 13.02.2023 for web maintenance service within the project, as well as following the Purchase Order no. 10, dated 27.02.2023,

 

Invites you to submit your offer with object "Service maintenance and hosting of the website "sociale.al" according to the attached Terms of reference

 

Budget/Budget:

The estimated limit fund is 200,000.00 (two hundred thousand) ALL without VAT.

Candidates are required to make financial offers below this maximum budget.

Place and date of submission of the offer/ Place and date of bid submission:

Applications must be submitted exclusively to the contracting authority in the protocol, in a sealed and signed envelope, at the address:

The deadline for submission of bids will be the date 08.03.2023, until 16:00 pm.

Exclusion criteria/ Exclusion criteria:

 

Applicants/foreign Bidders must prove that they fulfill the situations listed below by completing the self-declaration form on the fulfillment of the general legal criteria attached to this invitation (appendix 2):

  1. a) It is registered at the National Business Center and has the object of calling in the field of activity. In the case where the bidder is a non-profit organization, it must declare that it is registered as a legal entity, according to Law No. 8788, dated 07.05.2001 "On Non-Profit Organizations" in the case where it is a natural person/shpc.
  2. b) is not in the process of bankruptcy, (active status) in the case when it is a natural person/corporation,
  3. c) has not been convicted of any criminal offense,
  4. d) has not been convicted by a final court decision regarding professional activity;
  • In any case, the contracting authority has the right to carry out the necessary verifications on the authenticity of the information declared by the economic operator as above.

Selection criteria/Selection criteria:

               

Economic operators must deliver in a sealed sealed/signed envelope, with protocol to the contracting authority, no later than the specified date and time, completing the following documents (and according to the attached appendices):

Minimum qualification requirements:

  1. The economic offer form, according to attached appendix 1.
  2. Self-declaration form, according to attached appendix 2.
  3. Terms of reference, sealed and signed.
  4. The document on the extract of the subject's history issued by the National Business Center, which must include the object or the equivalent of the procurement object, issued no earlier than 3 months from the date of the tender.
  5. Similar services during the last three years from the date of the tender, certified through sales tax invoices with private entities or with public entities, where their total value is not less than the limit fund.

The above documents must be originals or notarized and translated copies. Cases of non-submission of a document, or of false and incorrect documents, are considered conditions for disqualification.

 

note: Contracting Authority pursuant to Law No. 87/2019 "On the invoice and circulation monitoring system", as amended, will accept to liquidate only electronic invoices for the service received. To submit a tax invoice the winning EO must have:

  • Copies of the electronic fiscalization certificate for tax payers using the Central Invoice Platform.
  • Copies of the electronic fiscalization certificate and valid copies of the contract with the Certified Company for the software solution in use, for taxpayers who issue invoices through the software solution.

 

Evaluation criteria /Award criteria:

Each applicant must submit the bid in a single sealed, sealed envelope.

The winning bid will be based on the principle of the responsible bid (meeting the minimum qualification requirements) at the lowest price.

The successful applicant will be invited to conclude the contract.

 

 

Contract duration/ Duration of contract:

The deadline for the performance of the service, it will be 24 months from the date of signing the contract.

 

Subcontracting / outsourcing:

Subcontracting is not allowed.

 

 

Tender language / Tender language:

 

The tender offer is submitted in Albanian. Documents in foreign languages ​​must be accompanied by a notarized translation in Albanian. Tender offers submitted in any other language will be automatically rejected.
