The University of Tirana has a very big responsibility towards the Albanian society as the flow of students who come to our university are of the highest quality, taking into consideration their performance in the high school system. The responsibility towards elite students is great not only to guarantee them a quality education, but above all to offer them a wide variety of opportunities for their academic growth. The support of the student elite begins by fulfilling the obligations, which are determined by various VKM such as the exemption from study fees and the granting of scholarships.

Excellence Fund

The Council of Ministers has approved the draft law on the financial support of excellent students and civil servants of the state administration.

The state will allocate a special fund, which will be in the amount of 150 million ALL per year.

  • Students, who attend abroad the first cycle and/or the second cycle of university studies, benefit from scholarships when they have been admitted to one of the 15 best universities in the world, according to the last general and specific rankings by fields, by "Times Higher Education".
  • 8 thousand euros per year will be the financial support from the excellence fund.
  • Students, recipients of scholarships, are obliged to return to Albania, where they must work for 3 years.
  • In order to benefit from these scholarships, students must be Albanian citizens, at the same time they are not beneficiaries of another scholarship from the Albanian state and they do not benefit from a full scholarship at the host university or from other donors.
  • Beneficiaries are students who have completed pre-university studies with an average above 9 in all years of high school.
  • For students applying for the second cycle of studies, it is a condition that the students have completed the first cycle studies with an average grade above 9, for natural and technical sciences, and above 9.5 for social and economic sciences.
  • The right to financial support is available to students pursuing full doctoral studies, after completing the first and second cycle of studies - when they have been admitted to one of the 15 universities in the world in the social or economic sciences or to one of 50 universities in the world in natural and technical sciences, according to the last general and specific rankings by fields, by "Times Higher Education".
  • Priority areas are public policy, public administration, economic policy, education policy, health policy, urbanism and urban development, public finance management, administrative/public law and European studies.
