Abstract

In the period 2009-2023, public procurement ranges from 7-14% of Albania's GDP and over 10 billion Euros have been contracted through the Electronic Procurement System. The purpose of this paper is to analyze the performance of competition over 15 years and to recommend improvements to this electronic system.

The Annual Analyses of the Public Procurement Agency, as well as the data from the Open Data section on the website of this agency, were used as data sources. These data were anonymized, aggregated by categories, analyzed with statistical programs, in order to understand the time trends of the indicators through Linear Regression. This study also surveyed the users of this electronic system, private firms, to understand their needs. Furthermore, this study highlighted the need for further structuring of the data.

This quantitative study brings mixed results. First, there is an improvement in competition in Small Value Purchases and Direct Procurement, and then, the phenomenon of single-bid tenders in the rest of the procurement. The Correlation Coefficient and R-Squared indicate a strong linear relationship between competition and the use of public funds.

This study recommends updating this electronic system by structuring the data and adding a contract management module, which will enable the monitoring and tracking of contract implementation, both in terms of time and financial aspects.
