Subject: Invitation to offer with object "Purchase of laboratory equipment"

Dear Ladies / Gentlemen,

The Rectorate of the University of Tirana, in implementation of the project financed within the framework of the EU IPA II "HORIZON 2020" Program for Research and Innovation, based on the Grant Agreement with REA as Lead Coordinator, within the framework of the "HORIZON-WIDERA" project -2021-ACCESS-02" "Twinning to boost the scientific and innovation capacity of the University of Tirana to develop sustainable nanosensors for water pollution detection" - (SUSNANO) with no. ref: 101059266, in the predictions of the guide according to the latest version " Guidelines for the use of the grant", following the request of the Faculty of Natural Sciences forwarded to the Administrator by DKSHPMJ with no.prot.2400/6, dated 19.10.2022 for the purchase of equipment within the project, as well as following Purchase Order no. 150, dated 30.11.2022, Invites you to submit your offer with object "Purchase of laboratory equipment" according to the following estimate and the attached technical specifications:

Budget/Budget:

The estimated limit fund is 80,000.00 (eighty thousand) Euros without VAT.

Candidates are required to make financial offers below this maximum budget.

Applications must be submitted exclusively to the contracting authority in the protocol, in a sealed and signed envelope, at the address:

The deadline for submission of bids will be the date 15.12.2022, until 12:00 pm.

 

 

Exclusion criteria/ Exclusion criteria:

 

Tenderers must prove that they are not in one of the situations listed below by completing the declaration on the fulfillment of the general legal criteria attached to this invitation.

7. a) It is registered in the National Business Center and has in the field of activity the object of procurement. In the case where the bidder is a non-profit organization, it must declare that it is registered as a legal entity, according to Law No. 8788, dated 07.05.2001 "On Non-Profit Organizations".
8. b) is not in bankruptcy process, (active status),
9. c) has not been convicted of any criminal offense,
10. d) has not been convicted by a final court decision regarding professional activity;
11. e) has paid all obligations for the payment of taxes and social security contributions, according to the legislation in force.

 

• Even the foreign Bidder must declare that it meets all the requirements listed above by submitting a written self-declaration.
• In any case, the contracting authority has the right to carry out the necessary verifications on the authenticity of the information declared by the economic operator as above.

Selection criteria/Selection criteria:      

Economic operators must deliver in a sealed envelope to the contracting authority with protocol, no later than the specified date and time, completing the following documents (and according to the attached appendices):

1. The economic offer form, according to attached appendix 1.
2. Declaration on the conflict of interest, according to the attached appendix 2.
3. Declaration on the fulfillment of the general legal criteria, according to the attached appendix 3.
4. Declaration on the fulfillment of the technical specifications and the realization of the object according to the execution schedule, according to the attached appendix 4.
5. Extract on the history of the subject issued by the National Registration Center, which must include the object or the equivalent of the procurement object, issued no earlier than 3 months from the date of the tender.
6. Certification from the Tax Administration for the average annual turnover over 3 years? last from the tender development date, with a value not less than the limit fund.
7. Similar supplies during the last three years from the date of the tender development, certified through sales tax invoices with private entities or certifications of execution of contracts with public entities, where their total value is not less than the limit fund.
8. The economic operator must be equipped with quality certificates issued by a conformity assessment body, accredited by the national accreditation body of the country where it is accredited or by international accrediting bodies recognized by the General Directorate of Accreditation in Albania (DPA). . The required certificates must be valid at the time of the tender and include the object of the procurement:

– ISO 9001:2015 (or equivalent), related to the Quality Management System.

1. The economic operator for the realization of the object of the contract must have manpower of minimally 4 (four) persons graduated in the field of Chemistry or Electronics/ Electricity/ or equivalent.

            The disposition of the employees will be proven through the presentation of the following documents:

• Valid employment contract;
• Diplomas issued by national/international institutions licensed/accredited by the Republic of Albania or equivalent. Diploma must be verifiable or valid contacts presented in case of need for verification.
• as well as appearing in the subject's Pay List for the last month.

10. The economic operator must submit a self-declaration that:

• Undertake installation, configuration, commissioning of equipment.
• For the guarantee of goods no less than 1 year from the moment of their delivery.

The above documents must be originals or notarized and translated copies. Cases of non-submission of a document, or of false and incorrect documents, are considered conditions for disqualification.
