CALL FOR APPLICATION FOR EXTERNAL EXPERT
For the engagement of an external expert to carry out a feasibility study on the possibility of opening a second cycle of studies (Master's) at the University of Tirana, in the field of Development and International Cooperation, with a focus on disciplines related to economic, social and legal sciences.

The University of Tirana, within the framework of the project “Promoting Sustainable Human Development through the Consolidation and Expansion of the Cooperation and development network: Cooperating in Higher Education to Cooperate for Development”, aims to assess the possibility of opening a second cycle of studies (Master) in the field of Development and Cooperation, with a focus on disciplines related to economic, social and legal sciences. For this purpose, the institution seeks to engage an external expert to carry out a feasibility study, which will serve as a basis for the design and proposal of the program.
The study aims to provide a comprehensive analysis of the need for this program in the labor market, the existing capacities of the institution, compliance with higher education standards, and the long-term sustainability of the program.
Purpose of engagement:
Preparation of a feasibility study for the possibility of opening a second cycle study program (Master's) in the field of Development and Cooperation at the University of Tirana.
Job description:
- Conduct an analysis of the labor market and the need for the program;
- Conduct a competitive analysis with similar national and international programs;
- Assess the existing capacities of the institution (staff, infrastructure, academic and administrative resources);
- Conduct an analysis of the financial sustainability of the program;
- Provide recommendations for the academic and organizational structure of the program (profiling, curriculum, admission criteria, etc.);
- Identify potential risks and propose a management plan for them.
Duration of engagement:
The expert must complete the assigned tasks, in accordance with the instructions and calendar drawn up by the Project Steering Committee, within one year from the date of signing the contract.
Responsibilities of the contracted expert: The expert must respect the deadlines set out in the work calendar approved by the Project Steering Committee. In any case, he must maintain confidentiality and must not publish or provide information obtained during this work without the approval of the Contracting Authority.
Selection criteria
- At least a Master's degree in fields such as: economic, social, legal sciences, international relations, etc.;
- Minimum 5 years of professional experience in an NGO;
- Good knowledge of the higher education system in Albania and Europe;
- Experience in designing or evaluating higher education programs or feasibility studies;
- Good analytical skills and for drafting professional documents in Albanian and English.
- The selection will be made by file and interview.
Expert's fee
- The expert's fee for the service provided is 2.550 Euros. Payment will be made upon submission and acceptance of the study by the Contracting Party.
- The expert will also benefit from a mobility period at the University of Pavia.

- Letter of interest, arguing the experience and suitability for this engagement;
- Copies of diplomas and/or other certificates
- Evidence of works/studies carried out in the field of organization/evaluation of study programs in higher education.
