Prof. Dr. Artan HOXHA

Personality in the field of law, Rector of the University of Tirana, Chairman of the Conference of Rectors of higher education institutions in Albania

 

 

 

EDUCATION AND ACADEMIC TITLES

He graduated in Law at the University of Tirana, in 1983. In 1994-1995, at the Leiden Law School, University of Leiden, Holland, he completed post-graduate studies on the Conventions of the Council of Europe in the criminal field. In 2005, he received the Master's degree in Legal Sciences, with the microthesis "Jurisdictional relations with foreign authorities in the criminal field” and in 2009 he defended the Scientific Degree “Doctor” in Criminal Law, with a dissertation thesis “International judicial cooperation in the criminal field". 

In 2012 he received the title of "Associate Professor" and in 2015 the title of "Professor".

 

PROFESSIONAL CAREER

He has served in various functions in the Justice system, such as: Prosecutor (in the years 1983 - 1987 in the Lushnjë District Prosecutor's Office, in the years 1987 - 1991 in the General Prosecutor's Office); Lawyer (in the years 1995-1997), Director of the Directorate of Codification in the Ministry of Justice (in the years 1997-1999), Member of the Supreme Court of the Republic of Albania (in the years 1999-2008), as well as Guest Teacher at the School of the Magistrate since 1997 and onwards.

Since 2008, he has been a full-time academic staff at the Department of Criminal Law, Faculty of Law, UT, and at the same time he has served in various functions of this university, such as: Director of the Legal Department (in the years 2008 - 2016 ); Dean of the Faculty of Law (in 2016-2020) and recently Rector.

He has experience as a lecturer, guest lecturer and scientific researcher at various universities in the country and abroad, such as Hugo De Groot University, Leiden Law School, etc. Also, since 1994, it is honorary member at John Marshall Law School, Chicago, USA.

Subsequently, due to his skills and deep knowledge of the law, he also performed other functions, such as:

• Member of the Judicial Budget Administration Board;
• Chairman of the Committee for Legislative Assistance of the National Judicial Conference;
• Member of the Council of Higher Education and Scientific Research;
• Member of the Commission for drafting the Code of Criminal Procedure;
• Member of the Commission for drafting the Family Code;
• Member of the Committee of Experts for Reform in Higher Education;
• Member of the High Level Expert Committee for Justice Reform;

He is among the drafters of the analytical and strategic document on the Reform of Justice (2014-2016), one of the most profound legal and institutional reforms of the last two decades, which has transformed the justice system.

He is currently a Member of the Supervisory Council of the Bank of Albania; Chairman of the Board at the Confucius Institute, Chairman of the Conference of Rectors of higher education institutions in Albania, Member of the Interministerial Policy Coordination Committee for Higher Education and Scientific Research.

On his own initiative, the Minister responsible for higher education proposed to the Council of Ministers the establishment of the Interministerial Policy Coordination Committee for Higher Education and Scientific Research, as a consultative body responsible for promoting cooperation, developing dialogue and coordinating the process of drafting, implementing, monitoring and evaluating policies, strategies and other state activities in the field of higher education and scientific research.

 

PUBLICATIONS

During his professional and academic career, he has worked on numerous scientific articles published in the country and abroad; has participated in various national and international conferences; has written several texts and monographs, such as:

• Commentary on the Code of Criminal Procedure;
• Extradition and the European Ban Order;
• The integration of Albania into the EU,
• Guidelines on standard rates of treatment of children in the justice system (for judges);
• V International Medical Conference in Specialties, Study of several indicators of peripheral blood;
• International Scientific Conference, Perspectives of Albanian criminal procedural legislation in the framework of EU integration;
• Fourth International Medical Conference - Public paramedical education and its development;
• Fourth International Medical Conference - Applications of the law for higher education in the field of public medical education;
• Challenges of sustainable tourism development 2011;
• Extra contracting responsibility of tourist entrepreneur for damages caused to health, security and property of client;
• 3rd International Scientific Conference "Economic policy & EU Integration" - New Albanian legislation for industrial property, a step forward alignment with the Acqius Communautaire;
• I International Scientific Conference, The rights and obligations arising from the invention: reflections on some changes to the law "On industrial Property";
• Third international medical conference in specialties;
• International Scientific Conference "Penal protection of human dignity in the globalization area", Protection of the moral integrity of the individual according to the view of the ECHR;
• The constitutional system & its challenges, the Constitution of the Republic of Slovenia and guaranteeing the independence of the judiciary, Law and society in the framework of the nation state, Harmonization of criminal law in the framework of the EU, etc.

He is fluent in English and Italian.

 

Decoration

It was decorated by the President of the Republic with Medals "For special civil merits", with the motivation "For outstanding contribution to the drafting of new legislation in the field of justice, commitment and professional and moral commitment in exercising the function of a member of the Supreme Court".

Prof. Dr. Artan Hoxha, during his nearly 40-year career, is recognized and distinguished for his special merits and contributions in the field of law, higher education and society, as he not only made a valuable professional and moral contribution to the drafting of the reform of new in law, mainly new legislation in the criminal field, but also that, with high commitment and professional and moral dedication in the exercise of his duties, as the Rector of the University of Tirana and Chairman of the Conference of Rectors of higher education institutions in Albania, has promoted the growth of effective cooperation between the Government and Higher Education Institutions, facilitating the construction of a higher education system and quality scientific research, with integrity, transparent, internationalized, digitalized and oriented towards learning and the needs of the country .
