The project has both ogeneral objective creation and support of processes, mechanisms to ensure effective management, strengthening of autonomy as well as increasing responsibility and transparency of Western Balkan Universities.
The specific objectives are:
- To strengthen the modernization of governance in Western Balkan Universities through capacity building, exchange of experiences and updated infrastructure;
- To create and approve the charter of university autonomy for Kosovo, Albania and Montenegro;
- To improve the autonomy of the university through the strengthening of regulations and structures at the national and university level;
- Expand effective cooperation between HEIs and relevant ministries in improving transparency, accountability and financial sustainability;
- Creation of the network of experts for university autonomy.
The project is in line with national and regional priorities for joint structural projects for governance, strategic planning and management of higher education, under category II – improving the management and operation of higher education institutions and will support higher education institutions public and private in Kosovo, Albania and Montenegro to achieve the defined priorities.
The innovation is that STAND will be the first project in the region to publish the charter and create a discussion forum with key stakeholders in partner countries in ensuring sustainable models of university governance
