The activity held by AKFAL in order to inform students about "Students who meet the conditions set forth in VKM 440/2023, have the right to submit a student loan application to AKFAL to finance their study costs."

The National Agency for the Financing of Higher Education (AKFAL) on 26.02.2024, held an informative meeting with UT students, within the invitation of students with citizenship and residence in Albania, who are registered and studying in a public higher education institution, apply to benefit from the student loan scheme.

The purpose of the organized meeting was to inform the students about:

• Supporting students who do not have the financial means to pursue studies
• The possibility of the student, through the financial instrument of the loan, to cover the expenses and costs of higher studies, in a public HEI.

How to get it:

In support of Article 11, point 1 "c", of Law no. 80/2015 "For higher education and scientific research in institutions of higher education in the Republic of Albania", of the letter "c", of point 3 of VKM no. 397, dated 03.05.2017 "For the organization and operation of the National Higher Education Financing Agency", as well as the Decision of the Council of Ministers no. 440, dated 19.07.2023, "For determining the Student Loan scheme”, we inform you that:

The National Higher Education Financing Agency invites students with citizenship and residence in Albania, who are registered and studying in a public higher education institution, to apply to benefit from the student loan scheme.

According to the student loan scheme, students who meet the conditions defined in VKM 440/2023, have the right to apply for a student loan to finance the costs of their studies. The cost of studies includes the study fee and living costs, which are calculated up to the limit of the national minimum wage, determined by the Decision of the Council of Ministers, in the amount of ALL 40.000/month.

Student lending will be carried out by the second level bank, which has been selected as the winner by AKFAL, to conclude a contract with the beneficiary students. A part of the loan interest rate (no more than five percentage points) will be financed from the state budget from the fund for higher education.

Sorting student loan applications will be done by the commission that raised by AKFAL, based on the conditions defined in point 7 of VKM no. 440/2023, listed as follows:

1. Value of the requested loan;
2. The type of study program where the student is enrolled;
3. Results of the student applying for student loans.

We invite all students to apply on the UAlbania portal, by completing the student loan application form, and submit the documentation, manually, from 15.02.2024, to the address of the National Agency for Financing Higher Education, address: "Naim Frash" streetënew", No. 37, Tiranaë.

The requesting student must physically submit the documents, according to the annexes below:

1. Annex 1: List of documents required for application;
2. Annex 2: Statement on the authenticity of the data;
