Note: AP evaluates the publication taking into account the requests it receives most often.

Based on Article 7 of Law no. 119/2014 "On the right to information" (hereinafter "LDI"), the Public Authority (hereinafter "PA") must publish the Transparency Program (hereinafter "PT") approved by the Commissioner for the Right to Information and Protection of Personal Data (hereinafter "Commissioner"). PA must publish information according to its functional activity as well as review and update PT in any case of change in institutional activity, legal regulatory framework or any other element related to proactive transparency.

The categories of mandatory information to be made public are specified in the PT. Public information without request must be: complete, accurate, up-to-date, easy to consult, understandable, easily accessible and compatible with the original documents in the PA's possession. Also, before publishing the information, the PA must assess whether it has any legal restrictions on publication.

The acts that contain rules, norms or limitations of the basic rights and freedoms of the individual, as well as with a direct effect on them, are made public by posting or posting on the official website, within 48 hours of the approval of the act by the AP.

The transparency program specifies the categories of information that must be made public, the method of publication, as well as the legal provisions from which the obligation to publish arises. In publishing information, PAs must take into account the public interest and enable easy access to public information.
