CALL FOR THE SUBMISSION OF EXPRESSIONS OF INTEREST FOR MEMBERS OF THE HIGH COUNCIL OF THE PROSECUTION
Based on article 135, point 2 of law no. 115/2016 "For the governing bodies of the justice system", The Rector of the University of Tirana announces the call for expressions of interest from full-time academic staff of the Faculty of Law for 1 (one) member of the High Prosecutorial Council.
1) Full-time academic staff of the Faculty of Law is announcedwho are interested in running for members of the High Prosecutorial Council and meet the conditions provided for in Law No. 115/2016 "For the governing bodies of the justice system", as amended, on May 4-18, 2026, to express their interest through a written request addressed to the Dean of the Faculty of Law.
2) Candidates must meet the following conditions:
a) be Albanian citizens;
b) have no less than 15 years of professional experience as a lawyer;
c) at the time of candidacy, have no less than 5 years of experience as full-time academic staff at the Faculty of Law.
ç) be academic staff of the "professor" or "lecturer" category;
ç/1 not to have a disciplinary measure in force, not to have been previously dismissed from office as a result of a disciplinary measure, in the case of former magistrates to have successfully passed the transitional re-evaluation process of judges and prosecutors or not to have resigned without undergoing this process, while they were subject to re-evaluation in accordance with Law No. 84/2016, “On the transitional re-evaluation of judges and prosecutors in the Republic of Albania", and not have been previously disqualified from various positions due to verification of assets and character, according to the requirements set out in the legislation in force;
d) not be the rector at the time of candidacy
dh) not have any disciplinary measures in force;
e) not have been convicted by a final court decision for committing a criminal offense;
ë) not have held political positions in public administration or leadership positions in political parties during the last 10 years prior to candidacy;
f) not to have been members, collaborators or beneficiaries of the former State Security before July 2, 1991 within the meaning of the law "On the right to information about the documents of the former State Security of the People's Socialist Republic of Albania";
g) not be collaborators, informants or agents of intelligence services;
gj) at the time of candidacy, not have any family members, within the meaning of the law "For the declaration and control of assets and financial obligations of elected officials and certain public servants", as well as first-degree relatives who are incumbent members of the Council or candidates for membership.
3) In addition to the written request, interested parties must attach the following documents:
a) updated biography;
b) a personal platform of the goals and objectives they propose to pursue if elected;
c) the self-declaration form, according to the requirements of the law "To guarantee the integrity of persons elected, appointed or exercising public functions";
ç) a declaration against legal liability that they were not members, collaborators or beneficiaries of the former State Security before July 2, 1991, within the meaning of the law "On the right to information about the documents of the former State Security of the People's Socialist Republic of Albania";
d) a declaration under legal liability that they are not collaborators, informants or secret service agents.
dh) any other document that proves the fulfillment of the legal conditions, provided for in article 134 of law no. 115/2016 "For the governing bodies of the justice system".
4) The Faculty of Law selects no more than 3 (three) candidates from among the full-time academic staff, provided that they have not been proposed from the ranks of lawyers or from the ranks of civil society organizations.
5) Any full-time academic staff member of the Faculty of Law who meets the conditions mentioned in the law, and who secures the support of at least 3 faculty members with voting rights, has the right to run.
6) The standard form approved by the Rector of the University of Tirana for providing support to candidates for members of the High Prosecutorial Council. The standard form is signed by the full-time academic staff of the Faculty of Law with voting rights who decide to support the candidate. Full-time staff of the Faculty of Law with voting rights may support only one candidate.
7) All full-time academic staff of the Faculty of Law, including academic staff of the category "assistant lecturer", has the right to support candidates and vote for the selection of candidates by the relevant institutions.
The call is announced on the official website of the University of Tirana and on the official website of the Faculty of Law, and is sent to each of the full-time academic staff of the Faculty of Law at the electronic address.
The expression of interest and accompanying documents, by May 18, 2026, must be sent to the following address and postal address by registered letter: Faculty of Law, Milto Tutulani Street, Tirana, or to the electronic address: elona.bregasi@fdut.edu.al .
