Institutional origins
The University of Tirana dates back to 1946, with the establishment of the Two-Year Pedagogical Institute in Tirana, the first institution of higher education organized in Albania after World War II. The establishment of this institution constitutes the historical and institutional starting point of the University of Tirana, marking the beginning of the systematic organization of university higher education in the country.
The Two-Year Pedagogical Institute was established to respond to the urgent needs of the Albanian state for the preparation of qualified teachers and academic staff, in a crucial period of social, cultural and institutional reconstruction after the war. It created the first academic, pedagogical and organizational nucleus upon which the University of Tirana was later built.
The official opening of the Two-Year Pedagogical Institute was made with the Decision of the Council of Ministers no. 135, dated 22.11.1946, the act that legally sanctioned the beginning of higher university education in Albania and which constitutes the institutional beginning of the University of Tirana. During the period 1946–1956, several other higher institutes specialized in different fields of knowledge were created and operated in Tirana, such as the Pedagogical Institute; the Institute of Sciences; the Polytechnic Institute; the Medical Institute; the Agricultural Institute; the Economic Institute; the Law Institute. All these institutes together laid the foundations of the organization not only of higher education in Albania but also of the University of Tirana, consolidating the academic and institutional base on which the national university system was built.
Establishment of the State University of Tirana
On May 30, 1957, with Decision No. 207, the Council of Ministers established the State University of Tirana. On June 3, 1957, the Presidium of the People's Assembly issued Decree No. 2476, formalizing the establishment of the university as the first unified university institution in the country.
The Council of Ministers determined the organizational structure of the university and regulated the merger of existing institutes, guaranteeing the integration of academic programs, the coordination of teaching and scientific activity, as well as the sustainable functioning of the institution.
The initial structure of the State University of Tirana included six faculties:
- Faculty of History and Philology;
- Faculty of Natural Sciences;
- Faculty of Economics;
- Faculty of Medicine;
- Faculty of Law;
- Faculty of Engineering.
The first rector of the university was Prof. Zija Këlliçi.
The University of Tirana opened its doors to its students on September 16, 1957.
Consolidation period
During the period 1957–1990, the University of Tirana entered a phase of institutional and functional consolidation, affirming itself as the central institution of higher education and the development of scientific research in Albania.
This process was accompanied by the gradual expansion of the university campus and academic infrastructure, as well as the institutionalization of teaching and research structures. During this period, new academic units were created and the offer of study programs was expanded, especially in the fields of natural, social and human sciences, in line with the country's development priorities.
In parallel, scientific research activity was intensified and the role of the University of Tirana in training qualified personnel for public administration, education, economics, engineering and other strategic sectors was consolidated. The teaching process was characterized by the combination of theoretical training with practical preparation, strengthening the role of the university as a key institution in the social and economic development of the country.
During this period, the University of Tirana became the main center of higher education and the training of Albania's academic, scientific and professional elite.
Transformations after 1991
Following the political and social changes of the early 1990s, the University of Tirana entered a phase of profound institutional and academic reforms. University autonomy was expanded, study programs were gradually adapted to international standards, and cooperation with universities and research institutions abroad was intensified.
On July 15, 1991, by Decision of the Council of Ministers No. 215, the faculties of Engineering were separated from the University of Tirana, creating the Polytechnic University of Tirana.
On January 23, 2013, by Decision of the Council of Ministers No. 48, the Faculty of Medicine and the relevant units were separated from the University of Tirana, creating the University of Medicine, Tirana.
University of Tirana today
Today, the University of Tirana is the largest and most representative public higher education institution in Albania. With an academic tradition approaching eight decades, it combines institutional heritage with the demands of contemporary higher education, orienting itself towards European standards of quality, the development of scientific research and internationalization.
The University of Tirana functions as a consolidated public institution, organized into 6 faculties, 2 research institutes and 1 university branch, maintaining its leading role in the academic, scientific and social development of Albania.
