Abstrakt

Nevoja për një model zhvillimi që kombinon përfitimin financiar me përgjegjësinë mjedisore dhe shoqërore ka bërë që koncepti i qëndrueshmërisë të përfshihet si element kyç në menaxhimin modern të bizneseve. Financa është shndërruar në një fushë multidisiplinare, ku objektivat ekonomikë ndërthuren me objektivat mjedisorë dhe shoqërorë, duke reflektuar një qasje të re ndaj vlerës, riskut dhe qëndrueshmërisë afatgjatë. Në këtë kontekst, sektori privat po njeh gjithnjë e më shumë rëndësinë e integrimit të parimeve të qëndrueshmërisë në strategjitë e biznesit dhe investimit, si një mënyrë për të siguruar avantazh konkurrues, reputacion dhe përfitime financiare.

Studimi ofron një panoramë të plotë të qëndrueshmërisë në nivel biznesi, përmes shqyrtimit të nxitësve të adoptimit të praktikave të qëndrueshmërisë, nivelit të angazhimit të kompanive shqiptare në qëndrueshmëri dhe ndikimeve të mundshme në performancë. Procesi i analizës së të dhënave të mbledhura përmes një pyetësori të strukturuar, ka përfshirë analizën faktoriale eksploruese për identifikimin e strukturës së të dhënave, analizën faktoriale konfirmuese për vlerësimin e vlefshmërisë së konstrukteve matëse, dhe modelimin e ekuacioneve strukturore për testimin e marrëdhënieve ndërmjet konstrukteve.

Gjetjet e studimit ofrojnë një kontribut të vlefshëm teorik dhe praktik, duke nxitur përfshirjen e praktikave të qëndrueshme të biznesit në politikat dhe vendimet financiare të kompanive.

Abstract

The need for a development model that combines financial profitability with environmental and social responsibility has led to the inclusion of sustainability as a key element in modern business management. Finance has evolved into a multidisciplinary field where economic objectives are aligned with environmental and social goals, reflecting a new approach to value creation, risk, and long-term resilience. In this context, the private sector has recognized the importance of integrating sustainability principles into business and investment strategies as a means to enhance competitive advantage, reputation, and financial performance.

This study provides a comprehensive overview of corporate sustainability by examining the drivers behind the adoption of sustainable practices, the level of engagement among Albanian companies, and the potential impacts on their performance. The data, collected through a structured questionnaire administered to large enterprises operating across different sectors of the Albanian economy, were analyzed using Exploratory Factor Analysis (EFA) to identify the underlying data structure, Confirmatory Factor Analysis (CFA) to assess construct validity, and Structural Equation Modeling (SEM) to test the relationships among theoretical constructs.

The findings offer valuable theoretical and practical contribution by encouraging the integration of sustainable practices into the financial policies and decision-making processes of companies.

Absrakt:

Përgjatë tre dekadave të fundit, ekonomia shqiptare ka pësuar ndryshime dinamike në terma të organizimit, strukturës ekonomike dhe treguesve që vlerësojnë ekonominë si një e tërë. Brenda kuadrit makroekonomik, disa nga treguesit kryesorë si inflacioni, papunësia dhe rritja ekonomike zënë një rol të veçantë. Në kushtet e luhatjeve të ciklit ekonomik, kombinimi i inflacionit të shtuar, papunësisë në rritje dhe rënies ekonomike shfaq tendencën e prezencës së fenomenit të stagflacionit brenda një ekonomie. Ky disertacion prezanton një parashtrim të thelluar teorik të parakushteve të stagflacionit, idetë kryesore të shkollave bazë të mendimit në lidhje me dukurinë e stagflacionit, lindjen e këtij fenomeni, si dhe faktorët kryesorë që imapktojnë atë. 

Në vijim, punimi vlerëson Indeksin e Mjerimit për serinë kohore të të dhënave për ekonominë shqiptare sipas tre metodologjive të ndryshme, si dhe llogarit për herë të parë një Indeks të Ponderuar të Stagflacionit për realitetin ekonomik të Shqipërisë. Duke shtuar, disertacioni prezanton edhe një model parashikimi (ARMA) duke konfirmuar praninë e një risku domethënës nga stagflacioni në të ardhmen e ekonomisë së vendit tonë. Për plotësimin e analizës së pasojave të stagflacionit në ekonomi, janë analizuar sipas një modeli të strukturuar të vektorëve autoregresivë (SVAR) për matjet e efekteve të goditjeve nominale dhe reale në kursin e këmbimit mes euros dhe lekut, si dhe mbi normat nominale dhe reale të interesit mesatar të huave për ekonominë shqiptare në tre dekadat e fundit. 

Ky disertacion nxjerr disa përfundime me vlerë në lidhje me fenomenin e stagflacionit në ekonominë shqiptare, si dhe rekomandon disa zgjidhje praktike në kuadër të politikave makrofiskale që duhet të ndërmarrin institucionet e politikëbërjes financiare në Shqipëri.

Abstract 

Over the past three decades, the Albanian economy has undergone dynamic changes in terms of organization, economic structure, and the indicators used to assess the economy as a whole. Within the macroeconomic framework, some of the key indicators such as inflation, unemployment, and economic growth hold a pivotal role. In the context of economic cycle fluctuations, the combination of rising inflation, increasing unemployment and economic decline reveals the tendency of stagflation to emerge within an economy. This dissertation presents an in-depth theoretical overview of the preconditions for stagflation, the main ideas of the major schools of thought, its emergence and the key factors that influence it. 

Furthermore, the study evaluates the Misery Index using time series data for the Albanian economy based on three different methodologies, and for the first time calculates a Weighted Stagflation Index for Albania’s economic data. Moreover, the dissertation also presents a forecasting model (ARMA), confirming the presence of a significant moderate risk of stagflation in the future of the country’s economy. To complete the analysis of the effects of stagflation on the economy, a structured vector autoregression model (SVAR) is used to measure the impact of nominal and real shocks on the exchange rate between the euro and the Albanian lek, as well as on the nominal and real average interesit rates on loans in the Albanian economy over the past three decades. 

This dissertation draws several valuable conclusions regarding the phenomenon of stagflation in the Albanian economy and recommends practical solutions within the framework of macro-fiscal policies that should be undertaken by the country’s financial policymaking institutions.

Abstrakti 

Decentralizimi si vizioni strategjik më i rëndësishëm në kuadër të politikave publike në një qeverisje demokratike, ka ndikim të drejtpërdrejtë në cilësinë e menaxhimit financiar publik të pushtetit vendor. Autonomia Fiskale që pushteti vendor siguron në vendimmarrje, rëndësia fiskale në kuadër të qeverisjes së përgjithshme dhe përmirësimi i inkeksit që mat shkallën e decentralizimit, janë forma teorike që masin nivelin e cilësisë së politikave publike në kuadër të qeverisjes vendore. 

Historiku i reformave në tërësi, e në mënyrë të veçantë reforma administrativo-territoriale e vitit 2015 në vendin tonë ka shërbyer si bazë e rëndësishme për studimin metodologjik dhe empirik të ndikimit të decentralizimit në përmirësimin e menaxhimit financiar publik në nivel vendor. Përcaktimi i politikave strategjike, ndryshimet strukturore funksionale dhe konsolidimi ligjor i menaxhimit financiar ishin shtyllat kryesore të masave të ndërmarra në Shqipëri në kuadër të fuqizimit të pushtetit vendor. 

Në pushtetin vendor, dhjetë vite pas kësaj reforme, vërtetohet empirikisht që reformat e ndërmarra kanë dhënë efekte pozitive, por me sfida mjaft të mëdha për një të ardhme cilësore të shërbimeve publike. Pavarësisht përmirësimit të treguesve fiskalë kombëtar dhe përfshirjes së të gjitha njësive të vetëqeverisjes vendore në ciklin e menaxhimit financiar, ato po përballen me sfida të pabarazisë ndërmjet njësive dhe gjithashtu ndikim politik të lartë me risk të drejtpërdrejtë në cilësinë e menaxhimit financiar në nivel vendor. Mbështetur mbi këto gjetje, studimi jep rekomandime shkencore për ndërhyrjet strategjike të decentralizimit dhe përmirësimin cilësor të zbatimit aktual të metodologjive të menaxhimit financiar publik mbi bazën e performancës në nivel vendor.

Abstract 

Decentralization as the most important strategic vision within the framework of public policies in a democratic governance, has a direct impact on the quality of public financial management of local government. The fiscal autonomy that local government ensures in decision-making, the fiscal importance within the framework of general governance and the improvement of the index that measures the degree of decentralization are theoretical forms that measure the level of quality of public policies within the framework of local government. 

The history of reforms as a whole, and more fundamentally the 2015 administrative-territorial reform of Albania, have served as an important basis for the methodological and empirical study of the impact of decentralization on improving public financial management at the local level. The definition of strategic policies, structural functional changes and legal consolidation of financial management were the main pillars of the measures undertaken in Albania within the framework of strengthening local government. 

In local government, 10 years after this reform, it is empirically proven that the reforms undertaken have yielded positive effects, but with considerable challenges for the qualitative future of public services. Despite the improvement of national fiscal indicators and the inclusion of all local self-government units in the financial management cycle, they are facing challenges of inequality between units and also high political impact with direct risk on the quality of financial management at the local level. Based on these findings, the study provides scientific recommendations for strategic decentralization interventions and the qualitative improvement of the current implementation of public financial management methodologies at the local level based on performance.
