Abstrakti: Vëmendja në rritje mbi të drejtat e PAK-ëve gjatë dekadave të fundit ka diktuar nevojën për transformimin e modeleve të vlerësimit të AK në mbarë botën, përfshirë Shqipërinë. Në kuadër të harmonizimit të legjislacionit dhe politikave me parimet e Konventës së OKB-së për të drejtat e PAK-ëve, si dhe nevojës për adresimin e çështjeve të efektivitetit dhe efiçencës në programin e mbrojtjes sociale, Shqipëria nisi zyrtarisht zbatimin e modelit biopsikosocial të vlerësimit të AK rreth fundit të vitit 2019. Reformimi rrënjësor i modelit të vlerësimit përligji nevojën për kryerjen së këtij studimi që synon të analizojë zbatimin e modelit biopsikosocial të vlerësimit në Shqipëri nëpërmjet eksplorimit të risive dhe sfidave të ndeshura nga profesionistët e KSHVAK-ve, PAK-ët dhe personat kyç. Nxjerrja e përfundimeve të studimit u mbështet mbi një metodologji cilësore që ndërthuri intervistat gjysëm të strukturuara me 25 profesionistë, 20 PAK-ë dhe 5 persona kyç me analizën kritike të kuadrit ligjor, institucional dhe strategjik lidhur me zbatimin e modelit biopsikosocial. Gjetjet e studimit sugjerojnë se modeli biopsikosocial i vlerësimit të AK shënon një zhvendosje rrënjësore nga një model që vlerëson diagnozën në një model që vlerëson funksionimin. Ky model, nëpërmjet ngritjes së ekipeve shumëdisiplinore me mjekë dhe punonjës socialë, e ka bërë holistik vlerësimin e AK dhe ka rikonceptuar nga themeli modelin e mbështetjes për PAK-ët përmes ndërthurjes së pagesave me shërbimet e integruara, që ofrohen në përputhje me nevojat individuale të çdo PAK-u. Megjithatë përmbushja e vizionit ambicioz për rritjen e pjesëmarrjes së PAK-ëve në shoqëri kufizohet nga pamjaftueshmëria dhe qasja e kufizuar në shërbime, veçanërisht në zonat rurale, si dhe angazhimi i strukturave publike të shërbimeve të integruara. Nga ana tjetër, pagesat nuk arrijnë të mbulojnë në mënyrë efektive nevojat e shumta të fëmijëve dhe të rriturve me AK. Sfidat sugjerojnë nevojën për pasurimin e shportës së shërbimeve në nivel kombëtar, angazhimin dhe mirëkoordinimin mes strukturave, si dhe rivlerësimin e masës së mbështetjes për fëmijët dhe të rriturit me AK, në mënyrë që të garantohet një nivel dinjitoz jetese dhe integrim në shoqëri.

Abstract: The increasing focus on the rights of persons with disabilities (PwDs) in recent decades has led to the need to transform disability assessment models worldwide, including in Albania. Within the framework of harmonising legislation and policies with the principles of the UN Convention on the PwDs, as well as addressing issues of effectiveness and efficiency in the social protection programme, Albania initiated the implementation of the biopsychosocial model towards the end of 2019. The fundamental reform of the assessment model justified the need to undertake this study, which aims to analyse the implementation of the biopsychosocial assessment model in Albania by exploring the innovations and challenges encountered by multidisciplinary team professionals, PwDs, and key informants. The study’s findings are based on a qualitative methodology combining semi-structured interviews with 25 professionals, 20 PwDs, and 5 key informants, alongside a critical analysis of the legal, institutional, and strategic framework related to the implementation of the biopsychosocial model. The findings suggest that the biopsychosocial model of disability assessment marks a fundamental shift from a diagnosis-based model to a functioning-based model. Through the establishment of multidisciplinary teams composed of doctors and social workers, this model has made disability assessment more holistic and has fundamentally reconceptualised the support model for PwDs by linking cash benefits with integrated services provided in accordance with the individual needs of each individual. However the fulfilment of the ambitious vision to increase the participation of PwDs in society is constrained by the insufficient availability and limited accessibility of services, particularly in rural areas, as well as the limited engagement of public institutions responsible for integrated service provision. On the other hand, financial benefits do not effectively cover the needs of children and adults with disabilities. These challenges highlight the need to expand the service package at the national level, ensure effective engagement and coordination among institutions, and reassess the level of support for children and adults with disabilities in order to guarantee a dignified standard of living and full social inclusion.

ABSTRAKT

Punimi evidenton marrëdhënien mes klimën sociale në shkollën e mesme shqiptare me nivelin e bullizmit tradicional dhe kibernetik si dhe marrëdhënien që ka klima sociale e shkollës me bullizmin, shëndetin mendor, vetvlerësimin dhe kënaqësinë nga jeta të nxënësve adoleshentë në sistemin arsimor parauniversitar në Shqipëri. Hulumtimi mundëson ndërtimin e një shkalle krahasuese mes sistemit parauniversitar shqiptar me sistemet parauniversitare të vendeve të ndryshme, mbi marëdhëniet mes klimës sociale të shkollës me problemin e bullizmit dhe shëndetin mendor, vetvlerësimin dhe kënaqësinë nga jeta të nxënësve të kësaj grupmoshe.

Punimi u realizua nëpërmjet një sondazhi korelacional kros–seksional, bazuar në plotësimin e instrumentit me bazë shkolle. Ai koreloi disa variabla si klima sociale e shkollës, bullizmi tradicional dhe kibernetik në shkollë, shëndeti mendor, depresioni, vetvlerësimi dhe kënaqësia nga jeta e nxënësve shqiptar. Analiza statistikore dhe sasiore përfaqëson vlerësimin e këtyre variablave midis nxënësve adoleshent në shkollën e mesme shqiptare. Disenjmi punimit ndjek standartet metodologjike ndërkombëtare. Instrumenti u plotësua nga 1056 nxënës në shkollën e mesme shqiptare, nga klasa e 6-të deri tek klasa e 12-të, mosha 12 deri 18 vjec.

Disa nga rezultatet kryesore të punimit tregojnë se ka marrëdhënie negative midis klimës sociale në shkollë dhe bullizmit, duke evidentuar se klima sociale është parashikues i fuqishëm i mirëqenies psikologjike, ndërkohë që viktimizimi nga bullizmi shfaqet si faktor rreziku. Ka marrëdhënie pozitive mes klimës sociale dhe vetvlerësimit duke rezultuar klima sociale në shkollë si parashikuesi i vetëvlerësimit.Gjithashtu ka marrëdhënie negative mes klimës sociale në shkollë dhe shfaqjes së simptomave të depresionit, duke treguar sesa më i madh të jetë niveli klimës sociale në shkollë, aq më shumë do të reduktohen shfaqjet e simptomave të depresionit te nxënësit adoleshent. Ndërkohë ka marrëdhënie negative mes përfshirjes së nxënësve në bullizëm dhe vetvlerësimit të nxënësve adoleshent duke shfaqur viktimizimi apo ushtrimi bullizmit tradicional dhe kibernetik ulje të vetëvlerësimit te nxënësitadoleshent

Klima sociale pozitive në shkollë është faktor i rëndëshishëm për reduktimin e nivelit të bullizmit në shkollë dhe rritjen e vetëvlerësimit dhe shëndetit mendor të nxenësve adoleshent si dhe në reduktimin e simptomave depresive te nxënësit. Klima sociale pozitive në shkollën e mesme shqiptare, produkt i rritjes profesionale të strukturave drejtuese të shkollës, rritjes angazhimit të komunitetit të prindërve në problemet e shkollës, menaxhimit efektiv të konfliktit shkollor, fuqizimit të rolit të shërbimit psikosocial në shkollë, etj.

ABSTRACT

This study aims to examine the relationship between the social climate in Albanian secondary schools and the prevalence of traditional and cyber bullying, as well as the relationship between school social climate and bullying, mental health, self-esteem, and life satisfaction among adolescents within the Albanian pre-university education system and give a comparative framework between the Albanian pre-university educational system and those of other countries. 

The study was conducted through a cross-sectional correlational survey design based on the administration of a school-based research instrument. It examined the interrelationship among several variables, including school social climate, traditional bullying, cyberbullying, mental health, depressive symptoms, self-esteem, and life satisfaction among Albanian students. Statistical and quantitative analyses were employed to assess these variables among adolescent students attending Albanian secondary schools. The study design follows internationally recognized methodological standards. The instrument was completed by 1,056 students from grades 6 through 12, aged between 12 and 18 years. 

Findings indicate a significant negative relationship between school social climate and bullying, demonstrating that a positive school social climate serves as a strong predictor of psychological well-being, whereas bullying victimization emerges as a substantial risk factor. The results also reveal a positive relationship between school social climate and self-esteem, suggesting that school social climate significantly predicts students’ levels of self-esteem. Furthermore, a negative relationship was identified between school social climate and depressive symptoms, indicating that higher levels of positive school social climate are associated with lower manifestations of depressive symptoms among adolescent students. In addition, the study identified a negative relationship between involvement in bullying and self-esteem, showing that both victimization and perpetration of traditional and cyberbullying are associated with decreased self-esteem among adolescents. 

A positive school social climate constitutes an important protective factor in reducing bullying and enhancing adolescents’ self-esteem and mental health, while simultaneously contributing to the reduction of depressive symptoms among students. The development of a positive social climate in Albanian secondary schools is closely associated with the professional development of school leadership structures, increased parental community engagement in school-related issues, effective conflict management within schools, and the strengthening of psychosocial support services in the educational environment.

ABSTRAKT

Dhuna në familje dhe dhuna me bazë gjinore vijon të jetë një sfidë e rëndësishme sociale dhe institucionale në Shqipëri, e cila kërkon ndërhyrje të koordinuara që përfshijnë jo vetëm mbrojtjen e viktimave, por edhe trajtimin dhe rehabilitimin e autorëve të dhunës. Ky studim analizon funksionimin e qasjes së koordinuar në adresimin e dhunës me bazë gjinore në Shqipëri, me fokus të veҫantë në shërbimet për trajtimin dhe rehabilitimin e autorëve të dhunës dhe rolin e Mekanizmave të Koordinuar të Referimit (MKR) në nivel vendor.

Studimi bazohet në një qasje metodologjike mikse që kombinon të dhëna sasiore dhe cilësore. Komponenti sasior mbështetet në të dhëna të mbledhura nga një pyetësor i strukturuar, i plotësuar nga 365 profesionistë anëtarë të ETN-ve në 61 bashki të vendit. Komponenti cilësor përfshin intervista gjysmë të strukturuara me nëntë profesionistë që ofrojnë shërbime rehabilitimi për autorët e dhunës dhe me trembëdhjetë përfitues të këtyre programeve, të analizuara përmes analizës tematike.

Gjetjet tregojnë se, megjithëse ekziston një bazë ligjore dhe institucionale, integrimi i shërbimeve për rehabilitimin e autorëve të dhunës në mekanizmat vendorë të koordinimit mbetet i kufizuar dhe i pabarabartë ndërmjet zonave. Analiza statistikore sugjeron se niveli i trajtimit dhe përvojave profesionale lidhen pozitivisht me njohuritë ligjore dhe perceptimin për efektivitetin e qasjes së koordinuar. Ndërkohë, të dhënat cilësore nxjerrin në pah sfida që lidhen me mungesën e burimeve institucionale dhe aksesin e kufizuar në programe rehabilitimi, ndërsa përvojat e përfituesve tregojnë se këto programe mund të kontribuojnë në reflektimin personal, menaxhimin e zemërimit dhe motivimin për ndryshim të sjelljes.

Ky studim kontribuon në zgjerimin e njohurive mbi rolin e programeve të rehabilitimit të autorëve të dhunës si pjesë e qasjes së koordinuar dhe ofron evidencë për zhvillimin e politikave dhe praktikave më efektive në adresimin e dhunës me bazë gjinore në Shqipëri.

ABSTRACT

Domestic violence and gender-based violence remain significant social and institutional challenges in Albania, requiring coordinated response and extending beyond victim protection to include the treatment and rehabilitation of perpetrators. This study examines the functioning of the coordinated approach to addressing gender-based violence in Albania, with particular attention to services for the treatment and rehabilitation of perpetrators and the role of Coordinated Referral Mechanisms at the local level.

The study adopts a mixed-methods design combining quantitative and qualitative data. The quantitative component is based on data collected through a structured questionnaire completed by 365 professionals who are members of MTE across 61 municipalities in Albania. The qualitative component consists of semi-structured interviews with nine professionals who provide rehabilitation services to perpetrators of violence and thirteen beneficiaries who participated in these programs. The qualitative data were analysed using thematic analysis.

The findings indicate that, despite the existence of a legal and institutional framework, the integration of perpetrator rehabilitation services within local coordination Mechanisms remains limited and uneven across municipalities. Statistical analysis indicates that higher levels of professional training and experience are positively associated with greater legal knowledge and more favourable perceptions of the effectiveness of the coordinated approach. At the same time, qualitative findings highlight persistent challenges related to limited institutional resources and restricted access to rehabilitation programmes. The experiences of programme participants suggest that these interventions can contribute to personal reflection, improved anger management, and increased motivation for behavioural change.

This study contributes to the growing body of knowledge on the role of perpetrator rehabilitation programmes as part of coordinated responses to gender-based violence and provides evidence that may inform the development of more effective policies and practices for addressing gender-based violence in Albania.

Abstrakt

Qëllimi i këtij kërkimi është të eksplorojë dhe të interpretojë përvojat komplekse
të lëvizshmërisë akademike, kulturore dhe vullnetare të të rinjve – studentë në
Universitetin e Tiranës, në ciklin e parë dhe të dytë të studimeve – gjatë periudhës 2019-
2024, me fokus në mënyrën se si përvojat subjektive ndërtohen dhe riformësohen
brenda rrethanave konkrete ku ato zhvillohen. Përtej prodhimit të rezultateve të
matshme apo analizave me natyrë institucionale, ky kërkim synon të theksojë nevojën
për të studiuar përmasat komplekse dhe shumëdimensionale të përvojës së
lëvizshmërisë, duke u dhënë përparësi kuptimeve të ndërtuara nga vetë të rinjtë. Studimi
ndjek një dizajn cilësor induktiv, ku teoritë dhe interpretimet zhvillohen nga të dhënat
empirike dhe jo e kundërta, si dhe qasje fenomenologjike interpretiviste. Studimi përdor
tre instrumente cilësorë, intervistë e gjysmë strukturuar, fokus grup, photovoice, të
zgjedhura për të kapur përmasa të ndryshme të përvojës së lëvizshmërisë dhe për të
siguruar triangulim metodologjik. Pyetja kryesore e kërkimit “Si përjetohet dhe
interpretohet lëvizshmëria akademike, kulturore dhe vullnetare nga të rinjtë gjatë
periudhës 2019-2024 në Universitetin e Tiranës?”, ndiqet nga pyetjet: “Si
riformësohen marrëdhëniet sociale, rrjetet e mbështetjes dhe pozicionimi social i të
rinjve gjatë dhe pas përvojave të lëvizshmërisë akademike, kulturore dhe vullnetare?”;
“Si përjetohen emocionalisht përvojat e lëvizshmërisë nga të rinjtë dhe çfarë forme
merr pasiguria emocionale në rrethanat e pritshmërive institucionale dhe personale?”;
“Si ndikon lëvizshmëria në proceset e ndërtimit, fragmentimit dhe rinegociimit të
identitetit të të rinjve?”; “Çfarë kuptimesh simbolike u atribuojnë të rinjtë përvojave të
lëvizshmërisë dhe si ndërtohen këto kuptime në dialog me narrativën institucionale?”;
“Cilat janë përputhshmëritë ose diferencat mes përvojave të jetuara të lëvizshmërive të
të rinjve dhe narrativës së ekspertëve?”. Lëvizshmëria rezulton se përjetohet si proces
kompleks, jo vetëm ngjarje, aspiratë dhe investim në kapital ndërkombëtar, por e
formësuar institucionalisht nga narrativa e punësimit dhe normat e vetëoptimizimit.
Lëvizshmëria shihet të jetë emocionalisht fuqizuese, po aq sa dhe destabilizuese, sepse
riorganizon përkatësinë, identitetin dhe kompetencën e përditshme në kushte pasigurie
dhe zgjeron kapitalin social.

Abstract

The aim of this research is to explore and interpret the complex experiences of
academic, cultural and voluntary mobility of young people – students at the University
of Tirana, in the first and second cycle of studies – during the period 2019-2024, with a
focus on how subjective experiences are constructed and reshaped within the concrete
circumstances in which they develop. Beyond producing measurable results or
institutional analyses, this research aims to highlight the need to study the complex and
multidimensional dimensions of the mobility experience, giving priority to the
meanings constructed by young people themselves. The study follows an inductive
qualitative design, where theories and interpretations are developed from empirical data
and not the other way around, and an interpretivist phenomenological approach. The
study uses three qualitative instruments, semi-structured interview, focus group,
photovoice, chosen to capture different dimensions of the mobility experience and to
ensure methodological triangulation. The main research question “How is academic,
cultural, and voluntary mobility experienced and interpreted by young people during
the period 2019-2024 at the University of Tirana?”, is followed by the questions: “How
are young people’s social relationships, support networks, and social positioning
reshaped during and after academic, cultural, and volunteer mobility experiences?”;
“How are mobility experiences emotionally experienced by young people, and what
form does emotional uncertainty take in the circumstances of institutional and personal
expectations?”; “How does mobility affect the processes of construction,
fragmentation, and renegotiation of young people’s identity?”; “What symbolic
meanings do young people attribute to mobility experiences, and how are these
meanings constructed in dialogue with the institutional narrative?”; “What are the
similarities or differences between the lived experiences of youth mobility and the
narrative of experts?”. Mobility is experienced as a complex process, not just an event,
an aspiration and an investment in international capital, but this aspiration is
institutionally shaped by the employment narrative and the norms of self-optimization.
Mobility is seen to be emotionally empowering and destabilizing, because it
reorganizes belonging, identity and everyday competence in conditions of uncertainty
and expands social capital.
