The European Competence Framework for Research Managers
Strengthening Research Excellence Across Europe
The European Competence Framework for Research Managers (RM Comp) represents a significant step towards the professionalisation of research management across Europe. Developed to support individuals and institutions engaged in research and innovation, the framework provides a comprehensive reference for the knowledge, skills, and competencies required to successfully manage and support research activities.
Research managers play a crucial role in enabling high-quality research. Their work spans a wide range of responsibilities, from supporting funding applications and managing research projects to fostering international collaborations, ensuring compliance, promoting research integrity, and facilitating knowledge transfer.
Recognising the growing importance of these roles, RM Comp establishes a common European framework to support career development, capacity building, and organisational excellence in research management.
Seven key competency areas
Within these areas, the framework identifies competencies that are essential for effective research management, including strategic planning, critical thinking, project management, data stewardship, research finance, stakeholder engagement, leadership, communication, ethics and integrity, artificial intelligence, and knowledge valorisation.
Four-level competency progression model
A key feature of RM Comp is its four-level competency progression model:
Intermediate
Advanced
Expert
This progression model enables professionals and institutions to assess current capabilities, identify development needs, and support continuous professional growth. The framework therefore serves not only as a career development tool but also as a strategic resource for organisations seeking to strengthen their research support ecosystem.
In an increasingly competitive and complex research landscape, effective research management is essential for maximising research impact, enhancing international collaboration, attracting funding, and supporting excellence in research and innovation.
The RM Comp framework provides a shared language and a structured approach to achieving these goals across the European Research Area.
Researchers, research managers, university leaders, research support offices, and policymakers are encouraged to explore the framework and consider how it can contribute to the development of strong, sustainable, and future-oriented research environments.
