Abstrakt:

Ky punim analizon ndërveprimin midis sektorit publik dhe atij privat në tregun e punës, me fokus te Shqipëria në kontekstin e Ballkanit Perëndimor. Studimi synon të identifikojë faktorët makroekonomikë, demografikë dhe institucionalë që përcaktojnë madhësinë e punësimit publik, si dhe të vlerësojë efektin e zhvendosjes (crowding-out) mbi punësimin privat dhe papunësinë. Analiza mbështetet në një panel të balancuar të pesë vendeve të Ballkanit Perëndimor (Shqipëri, Bosnjë-Hercegovinë, Mal i Zi, Maqedoni e Veriut dhe Serbi) për periudhën 2006–2024, i vlerësuar përmes vlerësuesit FGLS me panele të korreluara.

Rezultatet tregojnë se madhësia e punësimit publik kushtëzohet nga cilësia institucionale: efektiviteti i qeverisjes dhe cilësia rregullatore shoqërohen me reduktim të peshës së sektorit publik, ndërsa efekti i rritjes ekonomike zbehet kur kontrollohet për institucionet. Gjetja qendrore është se zgjerimi i punësimit publik nuk e redukton papunësinë, ndërsa ushtron një efekt negativ mbi punësimin privat, duke shkaktuar zhvendosje pothuajse të plotë. Kështu, rritja ekonomike mbetet mekanizmi kryesor për uljen e papunësisë dhe krijimin e vendeve të punës private.

Punimi del në përfundimin se vlera e sektorit publik qëndron te cilësia institucionale dhe jo te madhësia, duke rekomanduar fokusimin te produktiviteti dhe institucionet mbi sasinë e punonjësve.

Abstract:

This dissertation investigates how the public and private sectors interact within the labor market, with particular focus on Albania situated in its Western Balkan context. The study aims to identify the macroeconomic, demographic and institutional factors that determine the size of public employment, and to assess the crowding-out effect on private employment and unemployment. Empirically, the study relies on a balanced panel covering five Western Balkan economies — Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia — spanning 2006–2024, and applies a Feasible Generalized Least Squares (FGLS) estimator for correlated panels, preceded by unit-root and diagnostic testing.

The results show that the size of public employment is conditioned by institutional quality: government effectiveness and regulatory quality are associated with a smaller public sector, while the effect of economic growth fades once institutions are controlled for. The central finding is that an expansion of public employment does not reduce unemployment, while exerting a strongly negative effect on private employment (near-full crowding-out). Consistent with Okun’s Law, economic growth remains the principal mechanism for reducing unemployment and creating private sector jobs.

The dissertation concludes that the value of the public sector lies in its institutional quality rather than its size, recommending a focus on productivity and institutions over headcount.
